BREAKING: Chelsea Fined £10m and Handed Suspended Two-Window Transfer Ban by FA

Chelsea have been fined £10 million and given a suspended transfer ban covering two consecutive windows after admitting 74 breaches of Football Association rules on agents and intermediaries.

The sanctions were confirmed by the FA on Friday following an independent appeal hearing. An earlier regulatory commission had imposed a suspended six-point deduction alongside the fine, but Chelsea successfully appealed that sporting penalty.

In its place, the Appeal Board imposed a registration ban for two complete and consecutive transfer windows. The ban is suspended until 30 June 2027 and will only come into force if the club commits further similar breaches before that date.

What the breaches involved

The FA charged Chelsea in September over breaches of its Football Agent Regulations, rules on working with intermediaries, and third-party investment in players.

The offences primarily date from between the 2010-11 and 2015-16 seasons under the ownership of Roman Abramovich, though the overall period covered 2009 to 2022. Chelsea admitted all 74 breaches before the original hearing.

The club’s current ownership group, led by Todd Boehly and Clearlake Capital, self-reported the historical misconduct after completing their takeover in May 2022. They have cooperated fully with the investigation, voluntarily disclosing thousands of documents.

The £10m fine was not appealed and will be invested in grassroots football.

Chelsea’s response

In a statement, Chelsea said:
“In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators… We are pleased to confirm that, now the FA process has concluded, this brings all regulatory proceedings against the club to a close.”

The FA confirmed it is continuing to investigate possible individual misconduct arising from the case.

Chelsea had already reached separate settlements with the Premier League (a £10.75m fine and suspended transfer ban earlier this year) and UEFA over related historical issues.

The outcome means Chelsea avoid any immediate sporting sanction and can continue operating normally in the transfer market, provided they do not re-offend before the end of June 2027.
